Last Mile Climate is a new and pioneering humanitarian NGO dedicated to catalysing genuine public-private partnerships to deliver transformative changes with last mile communities, including displaced people and host communities in Africa. Our innovative approach moves beyond traditional bureaucratic barriers to establish high-impact Climate Action Partnership ecosystems in areas such as clean cooking, waste management, and nature-based solutions for adaptation. Last Mile Climate takes on the role as an independent Systemic Intermediary in creating what we call Climate Action Partnerships. Position: Programme Manager


Location: Kampala, Nairobi, or Kigali (Hybrid: Home, co-working, and partner offices)


Working Time: Full-time – 40 hours per week


Duration: ASAP until end of 2027, with potential for extension



Role Overview:
We are seeking a seasoned Programme Manager to lead our East Africa team for the Climate Action Partnerships programme, funded by the IKEA and Robert Bosch Foundations. This role is crucial in transitioning our initiatives from inception to scalable impact, involving comprehensive project management and team leadership across multiple sectors (incl. energy and waste) and countries (focused on Uganda, Kenya and Rwanda).



Key Responsibilities:

  • Program Oversight: Ensure strategic alignment and effective implementation of programme objectives across East Africa, setting clear goals, developing comprehensive plans, and continuously monitoring progress to ensure that the program meets its targets and contributes to the broader organizational mission.
  • Team Leadership: Supervise and support the country teams, fostering a collaborative environment that aligns with our mission and values, providing guidance to team members, promoting professional development, and ensuring effective communication and coordination across all team members
  • Stakeholder Engagement: Manage relationships with key partners including NGOs, governments, UN agencies, and private sector stakeholders to enhance programme impact, maintaining regular communication, building trust, and collaborating on initiatives that align with shared goals
  • Resource Management: Oversee the allocation and utilization of resources to maximize efficiency and achieve programme goals, including budgeting and financial management.
  • Monitoring and Evaluation: Collaborate with Learning Partner organizations to track progress, evaluate impact, and adapt strategies as necessary, setting up robust monitoring systems, analyzing data, and using insights to inform decision-making and improve program outcomes
  • Advocacy and Influence: Collaborate with Climate Action Partnership partners to champion policy changes and community engagement strategies to facilitate market-based climate action in refugee contexts, advocating for supportive policies, engaging with community leaders, and promoting practices that enhance resilience and sustainability


Key Qualifications:

  • Proven programme/project management experience: Have a strong track record in programme management, particularly within non-profit or international development settings, ensuring effective and impactful program delivery
  • Strong leadership skills: Exhibit strong leadership skills with experience in managing diverse teams, fostering an inclusive, non-hierarchical and productive work environment.
  • Communication and interpersonal skills: Possess excellent communication and interpersonal skills, capable of building and maintaining strong partnerships with a variety of cross-cultural stakeholders
  • Travel ability: be willing and able to travel extensively within East Africa and occasionally globally, to oversee program implementation and engage with partners on the ground


Desirable Qualifications:

  • Knowledge of climate change issues: Possess a deep understanding of climate change issues, particularly in humanitarian contexts within the global south, to inform program strategies and
    interventions
  • Experience with last mile communities: Demonstrate experience working in or with last mile communities, with a strong understanding of the unique challenges and opportunities in such
    environments, ensuring programs are tailored to meet their specific needs
